Does DB administer require continued Windows Administrator role for administering DB and Application server once installed on Windows platform?

Will the ORA_DBA role allow normal day to day DBA activities? For clarity, documenation indicates that the role would provide ability to start/stop services, create/update/delete users, backup and recovery etc.

Can any user in the admin group  patch or update an oracle home installed by another admin group user, for both the client install and a database install?

Can a domain user be added to the ORA_DBA group, and do startup/shutdown, connect / as sysdba etc on a windows db server?

If a domain account is added to the local admin group on the server, can it do oracle installs/patching?

What other roles/groups does the user should be part of while working with ASM?
