Symptoms

Following messages are repeatedly being written to the alert log:

Fatal NI connect error 12560, connecting to:  (LOCAL=NO)

ORA-609 : opiodr aborting process unknown ospid (2580_4036)

Changes

The 'Log on as' credentials were changed on the Database Service from a 'Local System' account to another account.
