OCILogon Using OS Authentication Fails With ORA-01017 (Doc ID 99550.1)

With early Oracle versions  (8.0 or earlier)  it was possible to make an OS Authenticated Logon (commonly known as an OPS$ logon) using the OCILogon function in the following way:

OCILogon(envhp, errhp, &svchp, (text *)"/", strlen("/"),(text *)"/", strlen("/"), (text *)dbname, strlen(dbname));

In Oracle versions 8.1 or later including the latest releases, this code does not work, failing with ORA-1017: Invalid Username and Password.
