Resource Transactions Stuck At Pending In WIP_COST_TXN_INTERFACE (Doc ID 1018838.102)

Symptoms

Resource Transactions are stuck in WIP_COST_TXN_INTERFACE at a pending status (process_status = 1). All of the stuck records have transaction_id = null, group_id = null, and request_id = null. The Cost Manager will not process up any of these records. The Cost Manager Log File has the Debug mode enabled, Cost Updated Debug Level to Full, However the Log File contains no errors or messages indicating records to be processed. There are no errors in the following tables: WIP_INTERFACE_ERRORS, MTL_MATERIAL_TRANSACTIONS_TEMP, MTL_MATERIAL_TRANSACTIONS, WIP_COST_TXN_ INTERFACE. There are no process incompatibilities between CMCTCM and CMCACW.
