Symptoms

 You have set up Budgetary Control and Funds Checking is failing at the summary level.

If you make entries to an account that money has been budgeted to, the summary level checking feature works. However, if you choose another account combination in the range and enter expenditures under the Summary Budget Amount, you receive the error message: Failed Funds Checking
