On : 11.5.10.2 version, Modifiers Setup only

Find that freight costs that are entered in a currency other then USD are getting converted to charges using an incorrect conversion rate.

EXPECTED BEHAVIOR
-----------------------
Expect the freight costs should be converted to USD based on the currency setup in daily rates.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Intercompany sales order from Hong Kong OU
2. Pick release
3. Assign FREIGHT cost at delivery
4. Complete shipment and interface to OM
5. Find that the charge is assigned to the order line with conversion rate of USD = 1.495 EUR
6. Check the daily conversion and find that it should be USD = 1.4639 EUR
