HTTP 400 BAD REQUEST WHEN RUNNING R11I PAYABLES DIAGNOSTIC TESTS

R11i Payables Diagnostic tests show the following error when submitted:
"HTTP 400 Bad Request"
"The webpage cannot be found"
"HTTP 404 Page not Found"
Steps to Reproduce:
1. Navigate: Oracle Diagnostic Tool
2. Select Application = Payables
3. Expand Invoice section
4. Select Invoice Data and enter the following parameters:
--Responsibility ID = 50554
--Search Criteria = Invoice
--Supplier Name = Advanced Network Devices
--Invoice Id = 157231
5. Click on Run Test and note that the error message is immediately displayed.
