When attempting to upgrade to Release 12.0 or 12.1 from 11.5.10, the following error occurs.

Steps To Reproduce
1. Run adpatch to upgrade from 11.5.10.2 to Release 12.0 or 12.1
2. Find that the Job fails with the given error.
