In Oracle Inventory Management the Receiving Transaction Processor does not fail if Inventory Transaction Manager returns error.

An example of an error in the Inventory debug log file is:
INV_TRX_MGR: **Ex: Unable to lock MOQD rows
INV_TRX_MGR: **Ex: Exception Raised in call lock

Issue is showing for some receipt creation. The data is loaded into the receiving tables, but is then stuck in the MMTT table.  If the data is reprocessed, it is successful.
