Order Release Fails to Plan due to an Equipment With no Rate being Chosen Eventhough Another Exists with a Rate

Symptoms
On OTM Version 6.0,When attempting to plan an order that best fits into an equipment but if the equipment does not have a rate associated with it, the following error occurs.
It should be noted that the order can be planned on other equipments that do have rates

: [INFEASIBLE] - No base cost calculated for rate record
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up rates for a particular equipment
2. Set up an itinerary for a lane such that there are more than one equipment group that will qualify to carry the order
3. Plan the order and see that the equipment with no rate is selected while the order could be planned on an equipment which has rate assigned
