Conversion from Transaction Currency to Functional Currency Is Not available When Splitting the Transaction

When splitting a foreign currency transaction in OIC the following error occurs:
Conversion from Transaction Currency to Functional Currency is not available
The issue can be reproduced at will with the following steps:
(R) Incentive Compensation Super User
Pull up transaction by invoice number
Select Split and enter new salesreps
The screen clears the split info and has a message at the top in red "Conversion from Transaction Currency to Functional Currency is not available."
