OSN Transactions Remain In Status RE-SENT or SENDING And Do Not Progress To SUCCESS status (Doc ID 1053516.1)

Symptoms

Purchase Order (PO) Transactions sent via Oracle Supplier Network (OSN) Test are getting stuck on OSN Test with status SENDING rather than proceeding to status SUCCESS.

STEPS TO REPRODUCE
1. Login to Oracle Applications
2. Create a PO for supplier that is setup to receive Purchase Orders via OSN.
3. Approve the PO
4. Verify the PO is sent to OSN Test via XML Gateway, and received by OSN Test.
5. Check the status and see it remains in status SENDING and never reaches the supplier.
(or for RE-SENT transactions see the status remains as RE-SENT rather than progressing from RE-SENT to SENDING to SUCCESS)
