iSupport: Mandatory Layout and Default Homepage Layout

* Issue 1:

  After setting up the iSupport homepage to have a Mandatory bin and a Default Layout with multiple bins, the default bins are not appearing.

    - Set up responsibilities
    - Then allow users to see the needed bins
    - Then setup a default layout to those bins (as well as a Mandatory bin).
    - Create a new user with this Responsibility and test.

    => When the user logs in, all he sees is the Mandatory bin.

  Expected Behavior:

    The default layout should be the default.


    Manually have the user add the content and modify the layout.

  Steps to Reproduce:

    iSupport Administrator defines the default layout for the users.
    When a user logs in for the fist time, the user will be shown the "Mandatory layout" if defined for the responsibility.
    Although the bins appear on the initial login, the user cannot 'hide' them because they are mandatory.

   The iSupport Administrator should have the ability to setup default Homepages for new Users.

* Issue 2:

    Need to display 2 Bins as Mandatory Content. For instance:
      - How can we Help you?
      - Service Requests

   But the Setup screen (ibuhucnt.jsp) is listing the following:

       * Optional Content:
           - Alert
           - How can we Help you?
           - Language Picker
           - Service Request Quick Links
           - Service Requests
           - Site/Responsibility Picker
           - Solution Quick Links
           - Solve a Problem
           - Support Resources
           - Technical Library

       * Mandatory Content
           << nothing >>
