When attempting to approve a renewed contract the error below is received.  This issue is intermittent.

"Contract (xxx) cannot be submitted for approval at this time. Please wait and re-submit the contract after running the Workflow Background process concurrent request".

Steps To Reproduce:
Submit renewal service contract in an entered status for approval.
