Unable to Expire Parent when its Previous Child is now Attached to a New Parent (Doc ID 1059071.1)

Symptoms

In Install Base when a child is removed (by expiring relationship) from the parent and added to a new parent, if the user then tries to expire the old parent instance, the following error occurs:

-- Error:
"This instance (&INSTANCE_ID) is participating as a subject in a 'COMPONENT-OF' relationship.
Hence you cannot modify instance usage code."

-- Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Install base agent user.
2. Install base search on the parent, go to the configuration tab and expire the relationship for all children instance.  Then add one of the child instance to new parent.
3. Then try to expire the old parent. it will error out complaining the children is still a component..
