12.0 Dispatch Center: Unable To Update Access Hours For Tasks In A Non-Schedulable Status (Doc ID 1059190.1)

Symptoms

On : 12.0.4 version of the Dispatch Center: find you are unable to update access hours for tasks which are in a non-schedulable status.

Steps to Reproduce:
1. Connect to the applications using either the Field Service Dispatch Center or the Service Request form.
2. Open the 'Access Hours' form for a task with a non-schedulable status.
Note that you are unable to update access hours for task.

The 'Access Hours' management UI, accessible from Dispatch Center and Service Request UIs, should allow updates even if the Field Service Task is in non-schedulable status. The update restrictions should be relaxed.
