Cannot Search Skills when Trying to Add Skills to a Candidate Account (Doc ID 1060665.1)

Symptoms

Skills cannot be searched when trying to add skills to a candidate profile.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to search skills.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: iRecruitment Recruiter.
2. Navigation: iRecruitment Home - Candidates tab.
3. Press Create Candidate button.
4. Enter data as required.
5. Scroll down to Skills region.
6. Press Add Another Skill button.
7. Search box displays but cannot search skills in the box.
