Internally Owned Flag not working in IB while creating instance manually. (Doc ID 1060809.1)

On 12.1
While creating a instance from the UI, if the "internally Owned checkbox is checked, at the time of saving, errors are reported.  As a workaround, users must uncheck the box and recheck box and then click on 'Apply' again. This is time consuming.  Following is the error detail.
Form validation failures:
A value must be entered for "Party Name".
A value must be entered for "Party Number".
A value must be entered for "Account Number".

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Oracle Installed Base Agent User >> Item Instance >> Item Instances >> Click on the 'Create' button
2. Enter the Item Number desired >> Click on the 'Internally Owned' checkbox >> enter the Location Address (required) and click on the 'Apply' button
3. Observe error message
