Serial Numbers Form Is Disabled (Greyed) in the Shipping Transactions Form (Doc ID 1060851.1)

Symptoms

Find that at time of ship confirm, the Tools--Serial Numbers option in the top menu is greyed out.
This prevents entering a serial number or range of serial numbers for a serialized item.


EXPECTED BEHAVIOR

Expect to be able to open the Serial Numbers form by clicking on Tools--Serial Numbers.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter a sales order and book it.
2. Perform pick release.
3. From the Shipping Transactions form, attempt to click on Tools->Serial Numbers and find that the Serial Numbers field is grayed out.
