On PDF Output, Contract Start And End Dates Are Incorrect When Running the Generate Quote Concurrent Program (Doc ID 1061306.1)

Symptoms

Using the Generate Quote concurrent program, the effectivity dates are shifted by 1 day on the PDF output file.  The output is correct for same quote if the request is run from a different responsibility.

Steps To Reproduce:
1.  Navigate to the Service Contracts Manager responsibility, one for which the profile 'Server Timezone' is set to one value.
2.  Submit the Generate Quotes program.
3.  View output to see the dates. They are shifted by 1 day from the actual contract start and end dates. Dates are incorrect
4.  Change to a Service Contracts Manager responsibility that has a different value for the 'Server Timezone' profile.
5.  Submit the Generate Quotes program.
6.  They are not shifted by 1 day from the actual contract start and end dates. The dates are correct.
