Symptoms
On 12.0.6 in Production:
Find that Item Instances are being created with counters from end dated Counter Templates.
EXPECTED BEHAVIOR

Expect that only Active Counter Templates will create counters on new Item Instance.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. End date a counter templates under a counter grouping which is associated with a trackable product.
2. Create a new item instance pointing to the item associated to the counter grouping in 1.
3, The item includes a counter for the end dated template.
