Symptoms

On 12.0.6 in Production:
When using Account Inquiry in GL, and attempting to drill down to examine Projects transactions, the following message appears: The Expenditure Inquiry function is not available under General Ledger Super User responsibility.

The Expenditure Inquiry function is not available under General Ledger Super User responsibility.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1 GL > Inquiry > Account
2 Enter period and account to be reviewed
3 Select account and click Show Balances
4 Click on Journal Details
5 Click on JE with source of Projects and click Drilldown button
6 html window opens listing journal entries included in Projects JE
7 Select transaction and click View Transaction

The issue has the following business impact:
Due to this issue, users are unable to drill down to subledger details, unable to use standard functionality.
