-- Problem Statement:
Using the Planning Priority as the order by for the Reserve Orders program. However, if have values with the same Planning Priority, the results are inconsistent when there is limited supply and multiple orders have the same Planning Priority. Expect that the oldest order would then be prioritized first. Sometimes the oldest orders gets the reservation and then in other cases, cannot tell how the system picked the order.

Expect consistent results when there is limited supply, and multiple orders have the same planning priority. Expect that the oldest order would then be prioritized first.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create multiple orders for an Item.
2. Ensure Inventory is available for only part of the orders.
3. Use Scheduling Organizer to query the item, for unpicked order lines.
4. Add a Planning Priority to a couple of the lines
5. Run Reservations Programs and Order by Planning Priority.
6. View results
