Symptoms
It is not possible to launch any form after adding another language (for instance Arabic) in IE 7.0 Internet Options. There is no issue when there is only one language.
The error message displayed is:
FRM-92050: Failed to connect to the Server:/forms/lservlet:-1

Changes
From the browser menu:
Tools => Internet Options... => "General" tab
=> click on "Languages..." button... => click on "Add..." button and choose a language to add.
