Repair Order: IB Change Ownership Function Does Not Change The Current And Install Location, Bill To, and Ship To Are Null

In Depot Repair, when changing ownership of an Install Base (IB) item it does not change the current location and install location in the IB.

When the Install Base Owner is changed, the 'Bill To' and 'ShipTo' addresses on the Instance are automatically set to null.

Steps To Reproduce:
1. Connect to a Depot Repair responsibility.
2. Navigate to teh Repair Order screen.
3. Create a Service Request.
4. Use the 'Change Ownership' tool to change ownership, save it.
    Note that in IB, the current location and install location is not changed, and the 'Bill To' and 'ShipTo' locations are set to null.
