R12 Unable to Validate Bank Account Transfer Null Null Intercompany Balancing (Doc ID 1063392.1)

On 12.0.6 version, When attempting to create the Bank Account Transfers on validate
the following error occurs.

3.Intercompany balancing was unable to generate the intercompany account. ,

The issue can be reproduced at will with the following steps:
1. Responsibility:Cash Management
2. Bank Account Transfer
3. Select the Bank Account Transfer other details and try to Apply & Validate the same.
4. The above error message appears.

The issue has the following business impact:
Due to this issue, users cannot make Bank Account Transfer and Reconciliation.
