SSO Partner Application Could Not Be Registered Successfully - iasobf's output to stderr (Doc ID 1064016.1)

When attempting to register in sso, the following error occurs.

*** ERROR : SSO Partner application could not be registered successfully.

And the ssoreg_1.log file shows:

Thu Feb 11 15:24:04 MST 2010 iasobf returned exit value 127
Thu Feb 11 15:24:04 MST 2010 iasobf returned unsuccessfully, exitValue 127
Thu Feb 11 15:24:04 MST 2010 Old site token is null.
Thu Feb 11 15:24:04 MST 2010 SSO registration tool failed. Please check the error in this log file, correct the problem and re-run the tool.

The issue can be reproduced at will with the following steps:
1. > $FND_TOP/bin/ \
> -script=SetSSOReg \
> -registersso=yes,

Due to this issue, Customer cannot register SSO.
