Symptoms
In R12, an invoice is entered in an instance subscribed to the Vertex "O" partner tax engine, taxes are not calculated and Vertex is not being invoked.
Tax debug shows the following
P_VERTEX_ETAX_PKG.P_VERTEX_ETAX_PKG The record is inserted in zx_o2c_calc_txn_input_v = 0
