R12 - UNABLE TO ADD ATTACHMENTS CATEGORY IN CUSTOMERS PAGE VIA PERSONALIZATION

Symptoms

In R12, the ability to add Attachments Category via Personalization is not available.  The Personalize icon for Category Mapping is not visible.   This functionality is available in 12.0.4.

Steps to reproduce:
-Receivables Manager, N: Customers : Customers
-Query a customer
-Click on the Details icon for the account.
-Select the Attachments tab.
-Click on the link Personalize "Attachments"
-In the Personalize Region: Attachments page, note that the 'Personalize' icon for 'Message Choice: Category Mappings' is not there.
