Customer Form, Sites Issue: How to Add Values to the List of Values for Category and Territory Fields (Doc ID 1065405.1)

When maintaining an Account Site, the Cateogry and Territory fields have list of values. How can I add more values to the list?

Steps to Reproduce:

Responsibility: Receivables Manager
Navigation: Customers > Customers
Query for a customer
Click on the Details icon for the account
Click on the Details icon for the site address.
There are fields for Category and Territory, how can I add values to these lists.
