Send Offer to Applicant: Error in Workflow IRCOFFER/ 1505 3000: Invalid Value(s) Passed for Arguments (Doc ID 1065812.1)

On 12.1.1 in Production:
When attempting to send offer to candidate, the following error notification is sent to the system administrator:

Error in Workflow IRCOFFER/ 1505 3000: Invalid value(s) passed for arguments. ITEMTYPE=IRCOFFER ITEMKEY = 1505 NAME=NULL

When the notification is opened, the following error is displayed:

An Error occurred in the following Workflow

Item Type = IRCOFFER
Item Key = 1505
User Key =

Error Name = WFSQL_ARGS
Error Message = 3000 Invalid value(s) passed for arguments ITEMTYPE=IRCOFFER ITEMKEY=1505 NAME=NULL

The issue can be reproduced at will with the following steps:
1. Responsibility: iRecruitment Recruiter
2. Navigation: iRecruitment Home - click on New Offer link
3. Select Candidate
4. Create Offer
5. Send Offer to Candidate
6. Log in as Candidate
7. Accept Offer
8. Log in as Sysadmin
9. Error notifications are displayed in Notifications region

The issue has the following business impact:
This issue does not seem to have any effect on how the system is behaving. However, the system administrator receives a lot of error notifications.
