"Connection Refused" Error when Connecting to the BEP Servlet (Doc ID 1066001.1)

Symptoms

After completing the Payments setup, while testing the basic connectivity to the payments servlet, the following error can be seen in the IBY debug log:

STATEMENT:[iby.net.NetUtils.openURLSocket]:proxy url=http://:
STATEMENT:[iby.net.NetUtils.openURLSocket]:proxy url=http://:80
STATEMENT:[iby.net.NetUtils.openURLSocket]:phase 3: opening socket
STATEMENT:[iby.net.NetUtils.openURLSocket]:socket (host=, port=80)
EXCEPTION:[iby.net.NetUtils.writeHttpPost]:java.net.ConnectException: Connection refused
at java.net.PlainSocketImpl.socketConnect(Native Method)
at java.net.PlainSocketImpl.doConnect(PlainSocketImpl.java:333)
