R12: Ebtax: How to Update Inclusive Tax Flag in Tax Details From AP Invoice Workbench? (Doc ID 1066085.1)

Goal

In early versions of R12 the Inclusive Tax flag was only updatable for Manual Tax Lines and that was only if it was done before saving the Tax Details page. 
It was not possible to update this at all for system generated tax lines.  Note: 551761.1 explains this in more detail.

However in R12.1.2 the functionality was changed and we now have new INCLUSIVE FLAG UPDATEABLE functionality which allows users to update inclusive flag checkbox in tax details window if the business criteria is met. 

How can customers on R12.1.1 obtain this functionality?
