MO/HR Security Profiles Not working to View Organizations

Symptoms

After setting up MO and HR security profile options to XXX Spain Payables Superuser and try to view organizations only for the associated to one Operating Unit, the Organization Window returns no rows when HR: Cross Business Group profile option is 'No'.
The Organization Window returns 80 rows when HR: Cross Business Group profile option is 'Yes'.

EXPECTED BEHAVIOR

Expect w/o setting HR: Cross Business Group profile option to 'Yes' users can access to only the organizations associated to one Operating Unit.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create Security Profile 'XXX Spain, S.L.' and Setup Business Group

2. Attach the profile option values to the following security profile:
    HR: Security Profile
    Site -> Setup Business Group, Resp -> XXX Spain, S.L.

    HR: Business Group
    Site -> Setup Business Group, Resp -> Setup Business Group

    HR: Cross Business Group
    Site -> Yes, Resp -> No

    MO: Default Operating Unit
    Resp -> XXX Spain, S.L.

    MO: Operating Unit
    Site -> XXX Spain, S.L.

    Case 1
    MO: Security Profile
    Site -> Setup Business Group
    Resp -> XXX Spain, S.L.

    OR, Case 2
    MO: Security Profile
    Site ->
   Resp ->

    OR, Case 3
    MO: Security Profile
    Site -> Setup Business Group
    Resp -> Setup Business Group

3. Navigate: XXX Spain Payables Superuser > Org Window > Query Org > No Orgs

4. Navigate: XXX Spain Human Resources Superuser > Work Structures > Organization > Description > Query
    Set the "HR:Cross Business Group" to "Yes" at site level get 80 records i.e. all Orgs w/o any security
    Set the "HR:Cross Business Group" to "No" at site level get "No records retrieved"
