Equipment Type Status Causing Failure to ReTender

When a shipment is created, an Equipment Type is being assigned to it automatically (due to the Equipment Type being assigned to the used Equipment Group). The shipment is tendered and then declined by the first carrier. This is expected to retender to the next carrier, but is not. The shipment remains as status: DECLINED
The following error is documented in the logs:
Status error for Shipment <DOMAIN>.<SHIPMENT_ID>
EQUIPMENT ASSIGNMENT status must be one of the following: EQUIPMENT ASSIGNMENT_NOT STARTED, EQUIPMENT ASSIGNMENT_UNASSIGNED
