When running the JTM Master Concurrent Program in it's various modes, there are several blocking locks in the database which causes performance issues elsewhere in eBusiness Suite.
The expectation is that the JTM Master Concurrent Programs should not cause performance issues in other parts of the database.
The issue can be reproduced at will by running the JTM Master Concurrent program.
