RIQ Returns Incorrect Transit Time From Carrier Connect. (Doc ID 1068725.1)

Symptoms

On OTM version 6.0.3 when attempting to a RIQ inquiry that uses a rate service type of EXTERNALTRANSITDAYS and a valid carrier SCAC code, the RIQ returns an incorrect transit time. Which is not equal to the carrier connect' transit days value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1- Set glog.RatingEngine.Rateware.NewAPI property = TRUE
2- Define a service provider (SMC) with SCAC code of NPME
3- Define the following locations from Boston (BSTN) to SanFransisco (SANFRAN)
4- Define an itinerary (PLSSMC) for the above lane.
5- Define rate service (SMC) with type of EXTERNALSERVICEDAYS
6- Define base and master rate offerings (SMC-BASE, SMC-MASTER)
7- Define base and master rate records (SMCRR1-MASTER, SMCRR2-BASE)
8- Define ITEM = SMC1
9- Run RIQ ON SRC = BSTN, DESTINATION = SANFRAN, RO = SMC-MASTER, 1 SU, SMC1 2500 LB 250 CUFT 1000 2000 3000
10- The RIQ will return Transit Time = 3 D 12 H 1 M, where Carrier Connect returns Transit days = 4 D.
