Charges Report Does Not Display Translated Item Description When Using Different Languages. (Doc ID 1068969.1)

When running the Charges report, the Item Description displays in English regardless of the fact that the User is logged into different language versions eg. French/Dutch etc.
The reports column headings and remaining fields are displayed in the correct language.

Expected Behaviour:
Expect the Item Descriptions to be translated to the Item Descriptions entered in Item Inventory.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create an Item and translations for the Item Description in Oracle Inventory.
2. Run the Charges Report from the Service Request -> Charges tab.
3. The Item Description is always in English despite logging in to a different language.
