Public Screensets And Manager Layouts Cannot Be Copied After DB Migration (Doc ID 1068987.1)

Symptoms


It is not possible to copy the Public Screensets and Manager Layouts after a recent upgrade. Also, the existing records cannot be modified. Error messages are received instead.

### Steps to Reproduce ###

1. Go to Configuration and Administration --> User Configuration --> Manager Layout.
2. Search for ORDER_RELEASE Record already existing in the PUBLIC domain.
3. Select the Record and click on 'Copy Manager Layout'.
4. Enter the Manager Layout ID and click 'Finished'.

The following error is displayed after clicking the Finished Button:

"glog.util.exception.CreateExceptionWrapper
