FUNXIMPB module: Intercompany Import Program Erroring with REJECT REASON: The Initiator and Recipient cannot be the same (Doc ID 1070507.1)

Symptoms

Attempting to Import Advanced Global Intercompany System (AGIS) transactions using the program:
FUNXIMPB module: Intercompany Import Program

All import attempts are failing with errors similar to:
REJECT REASON: The Initiator and Recipient cannot be the same.
REJECT REASON: You have entered an invalid Balancing Segment Value. 

Able to load AGIS transactions between the Entities successfully. The issue happens only when we have transaction that crosses ledgers.

This was working in the past... Initiator and Recipient are not the same... setup and data are correct and was working, but is now erroring with no known change or cause.

Business Impact - cannot use WEBADI to upload and import data into AGIS due to this import error.
Workaround - None that are applicable due to data volumes.
