WIP Assembly Return Updating Of The LPN But Not Reflected In Onhand Quantities

Symptoms

When you perform a WIP Assembly Return the contents in the Onhand (MTL_ONHAND_QUANTITIES_DETAIL) are getting deleted but not the one in the pallet (WMS_LICENSE_PLATE_NUMBERS). This is causing the following issues:

1.  The material workbench query on certain locator shows ghost pallets; meaning LPN in the left side without any record for Onhand on the right side

2.  The putaway of these pallets is always suggesting Item based putaway and fails when the user attempts to putaway the pallet. The system thinks there is more content to that Onhand and user is doing a partial putaway (whereas actually they are not).
