Cancel PO API For Multiple Lines Fires Multiple Workflows. (Doc ID 1070630.1)

Calling the Cancel Purchase Order (PO) API to cancel multiple lines on a PO.  Cancel PO API for multiple lines is not canceling last line if PO is in requires re-approval state.

Expecting to be able to change multiple lines on a single PO and then have the PO go through the approval process.

Steps to Reproduce:
1. For example, while trying to cancel 3 lines. When the first line is canceled, the PO Approval workflow is started.
2. That workflow sets the PO header to a status of IN PROCESS.
If the workflow determines that something on the PO has changed that requires reapproval, the workflow sends a notification for approval and stops to wait for a response.
3. In the meantime, the program is ready to cancel line 2.
When it calls the API to cancel line 2, it receives an error code response from the logic "The specified control action (Action=CANCEL) is invalid for this document".
Found the logic that is generating this error message and it is because the PO is in IN PROCESS status (from the workflow for line 1).
