Receipts Workbench: APP-AR-11215 No Discounts Allowed On This Installment Unless It Is Fully Paid (Doc ID 1070743.6)

Symptoms

When trying to  increase the discount during receipt application, the error received is

APP-11215: No discounts allowed on this installment unless it is fully paid

Example:  You are entering/applying receipts to an invoice and the discount you want to add is higher like 8% instead of the current discount like 2% which is what came in from Order Management. You have enabled 'allow unearned discount' but you
are not able to increase the discount. When trying to increase the discount you get the above error.


Steps to Reproduce:

Responsibility: Receivables Manager
Navigation: Receipts > Receipts

  1. Applying a receipt to an invoice and the discount you want is higher then the current discount.
