SPANISH EXCEL TEMPLATE NOT BEING POPULATED CORRECTLY DUE TO ACCENT

Running applications version 12.0.6 and RDBMS 11g.
Publishing Spanish language FSG reports and they won't open in Excel due to the Accent mark in the account name.
This only is occurring in Excel and works properly in HTML and PDF output.
Excel (2003 & 2007) versions are being used and issue is seen in both.
To replicate the issue:
The FSG runs successfully. You then have the option to output to PDF or excel or word etc. When we output to PDF no issue. When we output to excel it poplulates the exel file with data until it hits the Spanish character with the accent above the 'o'. It does not process this and stops.
This has not worked in the past.
