Symptoms
Problem Statement:

The Application allows to change the Locator control from 'Pre-specified only' to 'None' in the organization parameter form even when the on-hand exists for an item. But when tried to do vice versa (From 'None' to 'Pre-specified' it is not allowing and throwing the following Error.
Error : APP-INV-05505:You cannot update this field when on-hand quantity exist.
Steps To Reproduce:

Inventory>>setup>>Organization>>Parameter
Change Locator control.
Expected Behavior
-----------------
System should not allow to change the control from 'Pre-specified only' to 'None' if onhand exists.
