On 12.0.6 version, after running GMF Recreate Batch / Period Layers concurrent program, some batches are not costed & are accounted with zero value.

Expect all batches to be costed.

The issue can be reproduced at will with the following steps:
1. Have a batch with WIP status.
2. Operator needs to yield in other item. He adds a new line in the batch and corrects the information for both lines (i.e. plan_qty zero, wip_plan_qty = 4500 and actual_qty = 4500 for the second line).
3. Creates a material transaction for the second line.
4. When completing the batch, the wip_plan_qty automatically changes to zero.
5. Run the GMF Recreate Batch / Period Layers concurrent program; the batch is not costed / accounted with zero value.

The issue has the following business impact:
Due to this issue, users cannot use GMF Recreate Batch / Period Layers concurrent program for these cases.
