Symptoms
On : 12.1.1 version, Performance
When calling the WSDL(Webservice) through SOAPUI Client, the following error occurs:
Error getting response; java.net.SocketTimeoutException: Read timed out
STEPS

The issue can be reproduced at will with the following steps:
1. Parse the Pl/SQL API and Uploaded it to IREP
2. Generated the WSDL and Deployed the same
3. Assigned grants to Users
4. Test the Service using soap UI
