SFM Fails to Start - 'The string you passed to ParameterList is not correctly formated' (Doc ID 1073658.1)

Symptoms

The Service Fulfillment Manager (SFM) Event Manager Queue Service Concurrent Process fails to start. 

Log messages encountered show:

Routine AFPEIM encountered an error while starting concurrent manager XDP_Q_EVENT_SVC.
The manager is not able to start properly.
The manager has been put on a SYSTEM HOLD to allow the system administrator to address the issue.

When addressed, the "Fixed" button on the Administer Managers screen can be pressed to restart the manager.
