FNDLOAD fails on upgrade to 12.1.1 with ORA-20001: XLA-95103 (Doc ID 1073904.1)

Symptoms

Customer applied patch 7303030 (rel 12.1.1 upgrade)

During the upgrade,
the following two commands fail:
FNDLOAD APPS/***** 0 Y UPLOAD @XLA:patch/115/import/xlaemseed.lct
DPP:patch/115/import/US/dppxlasd.ldt -

FNDLOAD APPS/***** 0 Y UPLOAD @XLA:patch/115/import/xlaemseed.lct
OKL:patch/115/import/US/oklemseed.ldt -

ERROR:
Error loading seed data for XLA_EVENT_CLASS_ATTRS: APPLICATION_SHORT_NAME =
DPP, ENTITY_CODE = CLAIM_SETTLEMENT, EVENT_CLASS_CODE = CLAIM_SETTLEMENT,
EVENT_CLASS_GROUP_CODE = CLAIM_SETTLEMENT, ORA-20001:

An internal error has occurred in the program
xla_event_class_attrs_f_pkg.load_row. ORA-20001: -: XLA-95103: An internal
error occurred. Please inform your system administrator or support
representative that:
An internal error has occurred in the program
xla_acct_setup_pkgcheck_acctg_method_for_ledger. Transaction COA mismatched
with the primary ledger COA for SWD Secondary Le

Uploading from staging tables
