Existing Debrief Lines Disappear When Disabling The Parameter Service Billing For The Item (Doc ID 1074232.1)

If an item has the service billing option disabled, existing debrief lines with that item are no longer displayed. We expect that a new debrief line could not be created for that item but we should be able to see existing debrief lines.

For example. Create a debrief with a labor line and an expense line ( with item 12345).
Query the debrief you can see both lines exist.
In the item master form query item 12345.  In the service tab deselect the option for 'enable service billing'.
Now query the debrief again. The labor line exists but the expense line does not.

The issue can be reproduced with the following steps:
1. Field Service > Service Request > Debrief
